Under the new state law, people who show up to vote without ID are allowed to fill out an affidavit ballot, but they still must meet the ID requirements within five business days. Senator Cochran was the winner in both Washington and Bolivar Counties, and there are not enough outstanding affidavit ballots from voters without ID to change the outcome.
