Helena-West Helena Shelves 24-Hour Curfew Plan

HELENA-WEST HELENA, AR (Ben Caxton) — Helena-West Helena is is shelving a plan to establish a 24-hour curfew in high-crime neighborhoods. After three homicides in two days, last month city officials came up with the plan to deal with the increase in violence in the city’s high-crime neighborhoods. The city had expected to vote on the measure this week, but Mayor Kevin Smith tabled any action for now over both practical concerns over lack of jail spaces to hold people detained for curfew violations, and legal issues that need to be addressed to make sure the ordinance does not violate the constitution. The city was sued in 2008 by the ACLU for attempting to implement “Saturation Zones” to deal with high crime areas.
