Federal Court Won’t Hear Arkansas Council Dispute

LITTLE ROCK, AR (Ben Caxton) — A federal court in Arkansas has declined to rule on a case involving the number of wards and city council members in Helena-West Helena. Last September Elijah Mondy submitted a petition to reduce the number of wards and city council members. In November 62% of voters approved an ordinance to that effect but in December the city council voted to repeal the ordinance with an emergency clause making the action take effect immediately. According to an order signed Friday by U.S. District Judge J. Leon Holmes, the federal court lacks jurisdiction to rule on a state matter.
