Attorney General To Espy: It’s Not Your Money

CLARKSDALE, MS (Ben Caxton) — A new opinion from State Attorney General Jim Hood confirms what Clarksdale Public Utilities has been saying for months – the utility cannot legally transfer funds to the city’s general fund until nearly $200 million in outstanding debt, including bonds to improve Clarksdale’s water, sewer, and electric systems, are paid in full. CPU has cited other previous opinions that say the same thing, while the city has offered no specific examples of how such transfers occur in other Mississippi municipalities. In August Mayor Chuck Espy asked CPU to give the city $800,000 for unspecified “economic development projects.”
