Alleged ringleader of teacher certification scheme in prison

The alleged ringleader of a teacher certification scheme has reported to prison. Memphis resident Clarence Mumford was sentenced to seven years for a scheme in which Metcalfe Mayor Corey Holmes is accused of playing a lesser role. Holmes is accused of paying Mumford for a test-taker to take the teacher exams using Holmes’ name to ensure that he would pass, and for helping to arrange for a test-taker for another person. He faces a court appearance later this week on fraud charges, and is free in the meantime.
